Yes that was a rule. It was was because commissars attached to catachan regiments had a much higher rate of "accidents" than others.

I would like to see a fluff in rules like: "Roll a 2D6 when using Assault Space Marine, if you get double 1 - Assault Marine will charge into the Ork maw and all Orks that he hit will be thrown away around him."

Also remember, a commissar can declare martial law and thus in an emergency put pretty much everyone under his command.

Right, the Commissar, unlike the Inquisitor, is going to be under a LOT of scrutiny if they do this. Declaring martial law isn't something done lightly.

At the mid-point of any match with a Tau player, the Tau player can decide to withdraw from the board and play again in a day or two.
