Because there's more to directing an action move than 'Make stuff explode! Do we still have money in the budget? Then make more stuff explode! When we run out of money for explosions then pad the whole thing with low brow jokes and images of a girl in really tight clothing. I smell a $200 million opening weekend!' Agreed. It's not like he can't do it either, Bad Boys does lots of things right that Transformers does wrong.
I would happily go see a version of Bad Boys where the cars turn into robots.

They did improve the movie by taking her out though. She has the acting skill of a plank of wood with a playboy magazine stapled to it. I have no intention of seeing the movie as long as Bay is anywhere near it though.
