Because the thing the Imperium has most is bodies.
Why should they spend resources on someone that may or may not pay off? Why not just treat them the same and let Darwin sort things out...
The Imperium is a callous government but you may find certain planets where they do support hose with learning disabilities but by and large i doubt they will.

depending on the severity, the disability might not interfere with education and could just be overlooked. they also might have chemicals to treat diseases like autisim(just give a kid a jab and he's good for the rest of his life)

helping little timmy because he's having trouble learning is a waste of resources.

little timmy will find his place. the Imperium can always use a warm body to do something regardless of that bodies actual abilities.

if something needs doing and timmy can't do it, there's someone else who can.

By and large people are used for 1 of 2 things in the Imperium.
1)Fightng and dying to fend off the enemies of the Imperium
2)Making weapons or mining ore to build weapons which wil be used to fight the enemies of the Imperium.
Some get the chance to go on to greater things, many do not.

Actually there is a large demand for artists. I mean, someone has to engrave all the various art on the guns!

They do...
Just really slowly.
The Mechanicus sees large advances in technology as heretical when they aren't done without decades of testing or if they aren't done using an STC.

Tau and Eldar have grav tanks. The IoM (i presume) couldn't find a way to make it viable to have a floating mass of adamantium that was energy efficient.
They have landspeeders and they used to have hover bikes but they don't replicate the technology for use in other things because changing the schematics or design of a machine crated by the Omnissiah would be heresy.
Also it would take them even longer to build and they need tanks in large numbers and as quickly as possible.

The Imperium used to have quite a wide varity of Hover tanks.


the problem with them is that the Grav plates were easily damaged and tough to maintain.


they fell out of style and the Tech was lost or forgotten.



after all, why try and improve on a winning design.


the Lasgun won't win any awards for killing power, but its cheap, easy to maintain, is fairly accurate, and doesn't require you to ship large quantities of ammo when you can simply tow a generator around for recharging. heck, even that isn't needed, it can be charged with exposure to sunlight or heat.

sometimes, the simplest solution is the best.


the Lemun Russ is the same story. Tough, Rugged, easily mass produced, will run on anything even remotly flamable you can pour in its gas tank, and is powerful.
