And yes, only the outskirt worlds though. The Imperium doesn't know what they're doing also. Plus they try to keep a low status quo so they don't get slaughtered. They know the Imperium has bigger problems and they wouldn't send all their forces to deal with them. They could actually deal with a lot right now, but I understand the Imperium is huge as hell. It needs tweaking. Maybe they should be a little more populous. I'm just trying to make them not to overpowered. When you think about it actually, they aren't. Let's just say now, there's quite a few of them.

Okay, no attack on Cadia, and that story about the guardsmen is an isolated incident and they gave it back after they were crushed. They are currently striking out at the Eldar, Orks, Necrons, and every other species except the Imperium. And they pay small tribute and the Imperium pays no mind to them.

No that's a bit much... How about this... They are in the Galactic East. They are a race by from a nautral crytalline meterial. They have recently begun to worship Tzeentch under the guise of'The Church of the Dracolith" This church was introduced to them by a stranger wearing armour and carrying mighty weapons. Recently their technology has advanced to the point where Warp Travel has become a possibility. Some members of their race are born with the ability to read and in some cases control warp currents gibing them strong psychic powers. They first met with the Imperium of Man and attacked them, believing the Imperium to be weak. However the Imperium struck back and a vcious war erupted ending only with the annhialation of the Imperial forces at the cost of many Dracolith. The Dracolith are now mobing further into Imperium space and several army groups are being prepared to counter this new force. Their weaponry is based on laser technology and the standard Drcolith is armed with what is essentially a hot shot lasgun.

Alright, scrap the Dracolith idea and make a new race only recently discovered by the Tau. The Sahigians. Amphibian and bipedal, high levels of technology, very psychic. Somewhat low population but they are masters of biokinesis and have long lifespans. They were isolationist. They cloaked their planet from unfriendly looking ships and when the Tau came they revealed themselves and accepted the Greater Good. They can adapt their bodies any way they want, and they have a strong telepathic connection to other creatures in pain. They can suppress this when fighting. They fight for the Tau and they don't have many of their species off their homeworld or outside of the Tau military. They're versatile as they have good aim, and they have their own martial arts.

You cannot take Necron bodies...
They phase out to the tomb complex where they are repaired and sent out again.
I don't even know what dark plasma is suppose to be... why not just plasma?

You can't currently take Necron bodies, although the fact that the Necrons avoid the warp as much as possible allows for some degree of assumption that it has a weakening or otherwise negative impact upon them.
Since these guys worship Tzeentch (in a different way than normal, but Tzeentch nonetheless) and have shown signs of great psychic powers of undoubtably warp origin, it's not completely ludicrous to say that they've found a way of stopping the phase out (some sort of warp stasis? Or some way of blocking the action altogether?), although it's temporary, and gives them only a limited time gather information.
The method of stopping the phase out also requires huge quantities of power and precision, and so only a select few things are successfully retrieved. Bit by bit they're learning more, but the temporary hold they have on the Necron parts means that there's sometimes years between research breakthroughs, and more often than not, not enough is gleaned from the parts in the time bought for any progress.
The gaps in progression, the uncertainty of fights with the Necrons and the differing teams and team members performing the research can also lead to differing opinions on the next courses of action and different views on the information obtained.
