That's not the case. Combat speed is still 6", but the ork player does not get any penalties for moving 7" instead of 6", so whenever he would be penalized for moving cruising speed at 6-7", he counts as combat speed instead.

But that then begs the kwestion of whether the fact that enemies have an easier time hitting at Combat speed is a disadvantage, or if the difficulty of hitting a Cruising speed vehicle is an advantage. In other terms, is the natural state of the Trukk or vehicle that of greater, lesser, or no motion?

There is no need to ask that question at all, a trukk moving 7" moved cruising speed, so it gets hit on 6+. Getting hit on 6+ instead on 4+ is never a penalty, so RPJ would never have the trukk count as moving combat speed for getting hit.
You do not get any penalties for moving the extra inch, no more, no less. If moving one less inch had any benefit to you like shooting out of the vehicle, being able to disembark, shooting more weapons, not immobilizing in difficult terrain or being able to use the wrecking ball or boarding plank, you count as moving one less inch for just that purpose. No way you could argue getting hit by less enemies is a benefit.

A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe. |

Every time I've tried to move 7" only get hit by opponent on 6+ the tournament or league director shoots it down completely. 100% of the time they read hitting on a 6+ as a penalty to the opponent and thus allow the opponent to hit my BW's on 4+. Never fails.
If it were up to me they'd hit on a 6+ so all you Ork players consider yourself lucky if your local gaming club allows this.
P.S. I still take RPJ on 100% of my BW's, it's still a great option.

RPJ clearly says "Ork vehicles [...] do not incur penalties for moving this extra inch", which excludes any penalties for enemies.
One of my LGSs(lucky me got three, each within 30 minutes of driving) disallows multi-assaulting unless you can not get a model into combat with the originally assaulted unit at all. This does not make them right a bit though.

How TO and FLGS play games may or may not have any real correlation to the rule book.
Penalties gained from movement that are ignored by RPJ apply only to the orks, not to the people shooting at them. To the rest of the table top, the orks went 7 inches but to the orks they only went 6.
