No, Kelly most definitely wrote the Space Wolves Codex, and the post you quoted was most definitely a riff on the over-the-top nature of that particular book.
The OTT bit is what i was talking about. The SW book isn't quite that ridiculous, the TWC is almost there but the rest of it is fine IMO.

Eh. Whether the units themselves are over the top or not is a debate I don't want to get into. It's hard to disagree that the fluff and naming conventions aren't, though. Wolf Wolfborn riding his Thunderwolf, wearing his Wolf Tail Talisman and Wolf Tooth Necklace, wielding a pair of Wolf Claws and accompanied by his two wolves while shouting about the Wolftime.

There are 4 things in the new SW codex that have wolf in that weren't in the previous book.
TWC + Canis who i think we can all agree are ridiculous and should never have seen the light of day.
Lone Wolves who frankly are great and what else are you gonna call them?
Wolf Claws not a massive change from lightning claws but not a massive boat rocker.
Everything else was in the previous edition.

That's nice, but point to a supposed parallel doesn't make any sense...

Meh. If by Knight Cavalry you mean bikes, so what? Do what I do now. Ignore the Black Templar bike squad entry.
In a new codex, we'll probably still have the mixed scout/marine 20-man squads, some form of Righteous Zeal, and vows.
I'm preparing to say goodbye to Accept Any Challenge's ability to have preferred enemy: you!
I'm ready to say goodbye to buying grenades.
A big concern if fluff. "BA giving fist bumps to Necrons" concerned. "The Black Templars were told they would never be as cool as Ultramarines so they went on a 10,000 year crusade in a huff" concerned. To whomever writes a new BT codex: Don't make the Templars a joke, man.
