I don't know if TF2 is available in China, but the Chinese have very... different views on international copyright laws and infringement. Valve can take this to court all they want. It'll go to a Chinese court, and the Chinese judge will basically go "neeneer neeneer neener" while thumbing his nose at Valve. I guess we see this most in video games, but there's also "New Barun" shoes which have the same logo as "New Balance" shoes and apparently when you say New Balance with a Chinese accent it sounds like "New Barun".

And how about the fake Apple stores all over China? Hell, some of the employees at the stores themselves don't even know they're fake.

I actually find this kind of thing quite fascinating and I wish to learn more about why the Chinese do this kind of thing.

This is just a guess, but it sort of makes sense.
When you give a 3rd world country the technology to build for 1st world countries at wages you might as well call them slaves.
They can either obey that forever or attempt to break out of it themselves. Though they have the technology, they lack the innovation and experience
of their employees. Hence, the most logical rout is to pirate, rip off etc etc.
