Remember that in "His Last Command", Gaunt executed some former Hive World Munitorum staff for rendering down dead bodies, causing a massive outbreak of disease at a forward fire base, and selling the rations earmarked for the fire base on the black market.
It's more likely that the "processed" dead bodies/waste are done in a very very very specific manner to create some kind of tasteless gruel and fed to mutants rather than the human population proper.
Nah, "corpsestarch rations", as they're called, are a staple in the Hive, though *most* people make enough money to afford better, or have children they can send out to catch rats and other vermin for some real meat. It's really only the truly desperate and destitute (which may, indeed, be mutants) that are forced to eat corpsestarch... though I do not believe it is *designed* to be fed to mutants.

And like I said the processed dead bodies and waste, IF EATEN, are done very, very differently.
The biggest consumer of stuff from agricultural worlds however are Hive Worlds, so I'd say it's not all doom and gloom and soylent green.

Indeed, a Hive isn't a Hive filled top to bottom with the desperately poor. Even if the society is a capitalist pyramid... there's a buttload of people in the middle of the stack that are going to be eating ramen made from real eggs and flour, have bags of real frozen veggies in the fridge at the hab, and bologna sandwiches made, at one time, from a real, live grox.
Only the bottom of the bottom rung of Hive society is going to be eating corpse-starch on a daily basis.
