The Imperium literally doesn't care about its troops. (Other than commanders or VERY exceptional troops, and even then...)

I agree that the Imperium doesn't really care about the casualty roster, but issuing weapons that do the enemies work for them is not just heartless, it's flat-out stupid.

I agree that the Imperium doesn't really care about the casualty roster, but issuing weapons that do the enemies work for them is not just heartless, it's flat-out stupid.
Heartless: Doesn't matter tbh.
Stupid: Not when you have limitless numbers of guys. Especially since that plasma gun (hopefully) killed at least one thing before going full stupid. Besides, as has been mentioned, the trooper may not even die.

But the machine spirit would just cancel it as said earlier, so how about overheating and causing a "wound" so to speak, how about not firing this turn or next turn

Because, in fluff, plasma guns do not explode every six shots.
In game terms each 'shot' is representative of a small burst, or a large blast, not just a single pull of the trigger. So, in fluff a plasma gun will go much longer between overheats than it would seem to do so in game. To be perfectly frank, Gets Hot! in game is just a balancing mechanism.
That and what insaniak said. The Imperium would rather overclock their plasma guns so that they can get more damage out of them, but as for modern militaries.....
Do modern militaries have to deal with enemies in power armor who render them nigh invulnerable to small arms fire? No, they don't. If dealing with people like Terminators and MEQs was something the modern military HAD to do, and plasma was the best option out there (even with its chance of failing horribly), do you really think they'd toss it aside?

I always hear people talking about this, except that I've never read anything in any of the rulebooks (excepting Rogue Trader) that has to do with a small burst.
Rogue Trader says that each dice rolled is a single shot being fired, so I've always followed it like that.

Come on, do you really think that an assault cannon is only firing four rounds? Or a heavy bolter only three bullets?

No but at the same time the rules for the assault cannon and the h. bolter suck.
It makes more sense if the Assault cannon only fires 4 rounds because typically only 1 or 2 guys at most will die from it. It's a minigun, I expect entire units to be annihilated. Kinda like how the older assault cannons and heavy bolters could completely destroy squads, but the 3rd ed and on versions have been major suck, and I would argue, go against how they work.
Now the WH40k RPGs give a better sense of scale with how weapons work and I feel like it pretty accurately translates to 40k. Now "Rapid Fire" I see as a hail of shots.
