At least, around here.

Most place treat point limits as point limits. If you are allowed 50 pts either way, you might as well just play 1550 limit, cause that is effectively what it means. How many people play 50 under? Esp when their opponents could have 100 more points.

I'll also point out that nowhere in the main rule book does it give leeway on points. What they do at your FLGS is a house rule, most other places do it differently.

Small units of Lootas work until you play against a decent player that knows how easy it is to run them off the board. Low model counts and low leadership are easy to exploit.

That's not true at all - most common interpretation is not a single point more than you are allowed to. In my area you're allowed a maximum of 3 points over the top, and only if you can't scratch an upgrade/model of 3 or less points.

That should be a calculated risk - a unit shooting five lootas ist not going to shoot something else. If small vehicle is trying to tank-shock them, just try death or glory every time to make your opponent reconsider.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe.
