Meh.
13: World Eaters
Meh.
12: Dark Angels
The Dark Angels are kind of meh to me. On one hand, I like the whole gothicy, knight-like vibe I get from them and most of the battles they've been in. On the other hand however, I find that their deep dark secret is kind of cliche and annoying.
11: White Scars
I like their Mongolian theme. I like their paintjob. But what I like most about the White Scars, is their actions during the Siege of Terra. During the fighting, the Scars fought alongside the remnants of the Imperial Army to harass the Traitor supply lines at the Lion's Gate Spaceport.
10: Salamanders
The Salamander's are a cool Legion. They're one of the most humanitarian Chapters out there, combined with an insatiable love of fire and all things explosive. Plus, aspirants to the chapter have to kill a giant fire breathing Dragon to death as part of the trials to become a Salamander.

I'd Rank Blood angels like in the Top 5, they aren't perfect like Ultra marines, so it's a tragic, heroic story how their flaw leads them salvation in battle(DC and red thirst) and while being a chapter of great potential, they have a very visible and possible undoing, so there's story and mood in it, also makes them more human being flawed

Space wolves, last 5, they're overzealous (more then BT), somewhat stupid at times, and I'd say problem children not to adapt the codex while everyone else does so. Also hate the fluff
