I reckon units with no helmets look silly, especially when its HQ's/IC's.
Mainly because it completely kills the uniqueness of your army I feel. For example, if two SM armies fight with Librarians, They are most likely going to have the same looking face which makes your Awesome Sauce Mr Bob Psyker less awesome because you have someone that looks like you on the table.
Also, Because you're using a face that GW give you, there's less room for making up how he looks and making him yours xD

You're saying faceless shock troopers of a dystopian and despotic regime have more personality because of an imagined an unrealised face rather than the un-masked shock troopers of a dystopian and despotic regime who are, due simply to the fact they are un-masked, more human.

Ok I am really new to this game, so I really don't know much about the tech involved. But wouldn't the Librarian need the helmet to make communication with the rest of his squad?
I mean where does space marine put their communication device?
I am also thinking isn't there like a tactical view in their visor also?

Kinda yes. Mainly because you start realizing that every face on the sets of units look the same and it kills the uniqueness of your dudes.
I give you the fact having a army full of men with helmets does the same thing, But I feel its easier to imagine if they have helmets on that they all look different, then when they have their helmets off and they all magical look the same.
Although, I may be biased because I can't stand the idea of using heads on my minis that are helmetless because I always hate the way they look.

I see your point, but I think that having a helmet off gives you just a tiny bit of variety in and of itself. Personally, I can tell the difference between the faces, and think most of them look pretty different. If you want to convert them, I have seen quite a bit of work done with Green Stuff to change the look on a face. And when it comes to Space Marines, most Marines of a given Chapter are supposed to look the same. I was pretty sure the work they'd had done made their faces so similar that most non-Space Marines can't tell them apart.

And I still want to know: are there really folks out there who try to claim that models without helmets get no armor save under WYSIWYG?

On a serious side, his psychic hood is not his helmet, but the collar around his head, as seen in the pictures above. All Librarians, as well as all GK, have the same extended collar, which is part of the Aegis armor they wear and forms the circuitry of the Psychic Hood.

Actually, he's not a bad kit to buy.

You get him(the only full model in the set), the Red Scorpion torsos and weapons along with shoulderpads, and the Space Marine Command Squad sprue.

Is there some stuff in there you will not necessarily want or need? Sure. But nothing stopping you from reselling it on eBay to recoup your costs--or asking around the local gaming group and having people put money down on the pieces they want.

I hate the look of non-helmeted space marines. The only helmetless marine I have is my AoBR sergeant, and thats only for a lack of a replacement. I honestly like the standardized look of everyone in a helmet. Plus, I always give my sergeants a chainsword, so its really easy to tell them apart.

There is an unrelated reason for my dislike of faces. I can't paint skin tones for my life, so helmets just makes it that much easier.
