No those rules are not AT-43.
There are a number of websites where you can download the AT-43 rulebook and the army books. So if you are interested you can get those for free and use any miniatures that have weapons that resemble the equipment in the books.
In my view: AT-43 had the best rules, AT-43 has the best rules and AT-43 will have the best rules.

I have large armies for the four original factions. I bought them before all the crazy price drops. Thought about selling them on ebay, but then figured probably be better just to keep them. Great game to play with my boys when they get older.

AT-43 might have a comeback, in which case you ghave a heads up.
As you have several large armies (as I do) then you are self sufficient. I bought in this way knowing the game was dead at discount prices. I do not regret the decision to buy as with several armies i can host the entire game system. Got friends around: I can offer then a game of Confrontation of AT-43 and let the guest choose faction.

Kafers are part of the TRAVELLER game background. Traveller is/was a SF Role-playing game and has no connection with AT-43.
AT-43 and Dust should share some similarities - given they are BOTH based off the same Paolo Parente concept art - originally, AT-43 was supposed to be an alternate timeline WW2 skirmish game (hence the AT (Alternate Timeline) and the 43 is 1943). But Rackham went with a more SF theme for it.

AT-43 was a totally awesome game. I would recommend buying it if you are a gamer. But not if you think there is going to be a resurgence. I also wish confrontation took off.
AT-43 also had the best rules of a miniatures game I have ever played. Distanes had more effects and limitations and made the most sense.

So many games that should have been dead still hangs around. Yet, AT-43, a very good game, is still lying in the grave yard. Part of the reason is that the start up cost is quite high. I certainly hope that someone will pick this up. Fortunately, there is no large company that is willing to do so. FFG is now into Dust Tactics. You can forget about GW. Wotc messed up almost everything they touch. So, who is left?

It might depend on how Cyanide Studios Confrontation game sells when its released in the not too distant future. If the title performs poorly and they are unable to re-coup costs etc the Studio may very well be forced to off-load the license for whatevers on offer. The way the Euro economy is at present its quite a possibility.
I think Reaper expressed an interest in acquiring the Confrontation mini rights so perhaps if not them someone similar and just as well established. The start-up costs might not be all that prohibitive considering they would be buying an already developed system. If they could also secure all the media files, IP vehicle and troop molds as well as the complete set of masters (including the un-released stuff) then its just a case of going straight into production (maybe with a few minor tweaks).
Biggest deterent though is the amount of ex Rackham product thats selling at heavily discounted rates.

I'm a big player of AT-43 and the PPP Confrontation, too. I'm a member of a Forum that is doing it's best to support AT-43 as an ongoing system:

There is also a site dedicated to archiving all the rules for both AT-43 and CAoR. It has all the Army books and rulebooks for free download as PDFs, as well as the erratta (including a new version) and several other units for each game:

The only flaw is you have to do save the links or open them as a new window/tab manually to view them, for some reason. There is also a link back to the Gurth forum.
I love AT-43 and got my buddy into it as well. I have 3-4K points of UNA, Red Blok, Therians, and Karman, (As well as the same of the main 3 Confrontation armies) For what units they carry, I've found Miniature Market is a huge boon for collecting an army.
