Well, a large portion of Mars actually helped Horus last time, and they've changed surprisingly little since the Heresy. As for the Astartes, well fully half of them betrayed the Emperor. But yeah, the Sisters of Battle would definitely try to stop any heresy. However, the Sisters of Battle alone wouldn't be strong enough to stop a full blown heresy. They might be able to if it was caught early however.

I personally think the Imperium isn't going to suffer any more huge, open revolts due to their totalitarian policies, but one is possible. The most likely outcome for the Imperium is a slow decline as Black Crusades and Tyranid Hive Fleets ween them down until it splinters into several hundred human Empires after a cataclysmic battle.

The executioner bit is very questionable, since we only get that information from a SW. They like to bitch and moan about getting all the dirty jobs, but several Legions got undesirable assignments. I think the most difficult act of persuasion would be not to convince the Wolves to lead, but for anyone to follow.

If anyone can gather enough support to overthrow the High Lords, it would be the Ultras (since they would be in essence able to command the loyalties of half of the Space Marine chapters). But seeing as their Primarch started the institution, that's very unlikely.

And hey, maybe this is what the Alpha Legion is doing, trying to undermine and eventually destroy the current power structure of the Imperium.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Pardon? The Imperial Creed, which came from the Lectitio Divinitatus, which was started by Lorgar himself about the worship of the Emperor, specifically against the will of the Emperors about not regarding anything as divine, was an unintentional misunderstanding? The Imperial Creed is a very intentional deviation from what the Emperor wanted. Note that in the HH books, the people who worship the Emperor know he doesn't think himself divine or worthy of worship, but they do anyway. That's not unintentional.

No the people who think the emperor is divine also think the emperor thinks he is divine too.

They do now, but at the time they didn't. They hid their worship specificially because it was forbidden and the emperor didn't want the worship.
