If you want to make a cheap Sisters army, then you could always just make them out of Eldar/Dark Eldar miniatures for a fraction of the price of the metal sister's models; though you'll have to be at least half decent at converting/sculpting if you want to take this route. When the new codex eventually comes out they'll probably be a plastic box set, or less likely they'll rerelease the metal ones, but at least at a cheaper price than the blisters amount to.

I don't see any reason why they wouldn't have a new look with new models. There are no unique looking models in the WD because there are no new models to show. They're not even releasing the old Sisters in Finecast with this WD; I'm assuming this is just a way for them to sell what few metal Sisters they still have and give current Sisters players something to work with.
