I'll agree with Grey Templar, of course. And I think it's agreed: having a ranged Heroic Killing Blow attack is asking for trouble. I don't think it should exist ever.
Maybe Waywatcher characters could have it in CC as they...use their bows at arm's length? Whatever.

But to add emphasis to Grey Templar's words, I think a Fandex is in order. A friend of mine has been working on one so he can do battle with my mutated ratmen and, ya' know, we can actually have fun while my dudes eat his. We'll put up a polished product after some play-testing and Theoryhammer.

If not KB at all times, then certainly either a reduction in cost, or S4 and KB at short. Their cost is so extreme that at this time they are only useful for list tailoring or in a meta with alot of armor. Otherwise they do oh so very little for their cost.
