IMO, base it so all the wheels fit.
If you want to go bigger and have some room for some detail on the base, that's cool too.
I'm with Steam Dragon. I think everything should be on a base, it just makes things easier.

The Screaming Bell bases have arrived... and I think they're perfect  .
First pic is a comparison pic with a screaming bell base on the left and a chariot base on the right. Second is a side shot with the crew on the base, and the third is a slant shot with the hellcannon centered.
Let me know what you guys think!

That base looks ideal for the Cannon RiTides. The Dwarves can fit on the back nicely enough, and there isn't significant overhang of the wheels and the edge of the base.
I have a feeling that if GW decides to use bases for the cannon, they would likely choose the same one you have chosen.
Do me a fav and post pics of the finished product as I am curious to see how the cannon turns out.

Bell base is definitely the way to go. I would say base the dwarfs separately, as the cannon looks less cluttered on its own base then and the dwarfs are frankly a bit optional any longer
