The partical whip can always be fired, even after deepstriking. The flux arcs, however, are still bound by all normal gun rules including this one, which means they can't be fired after deepstriking and can't be fired if the partical whip or teleport function were used
After reviewing all of the monoliths rules I don't think that's right. It does say that the monolith may fire it's particle whip even if shaken or stunned. It also says that it may not be destroyed through a weapon destroyed result since it's part of the matrix, but it doesn't say anywhere that it will ignore the rules for cruising speed. The monolith just normally can't go beyond combat speed except for one turn if it deepstrikes. The particle whip still follows the ordnance weapons ruleset and is considered an offensive weapon.

Since it ponderous, it never moves more than 6in. It does not HAVE a cruising speed.
"The monolith is a skimmer which can move up to 6" a turn..."
This is exactly how all the rules for moving flat out are ignored by vehicles that cannot move flat out... etc.
edit:
Though looking through an older edition codex, that may actually be a provision to allow the ordinance weapon to fire at all in 3rd ed, so you may be correct. I've never really deep struck them, so I've never had this issue.

However, if we turn to INET:
NEC.21C.01 – Q: Does a Deep Striking Monolith count as moving at Cruising Speed and if so what weapons may it fire that turn?
A: Yes, a Monolith counts as having moved at Cruising Speed the turn it Deep Strikes and may therefore not fire its Gauss Flux Arc although it can still fire the Particle Whip [clarification].
(Yes, I realize that is not RAW, but it proves that someone has had a rather lengthy argument about this already  )

That is the blanket statement that gives the particial whip permission to fire no matter how it moves; regular, forced, deepstriking etc. RAW plain as simple, you nailed it

I just read what WanderingFox posted in YMDC of the Living Metal rule. The guy I played told me I didn't get the AP1 bonus from my melta guns firing at the Monolith as well.
Clearly, I just need to read Necrons, cover to cover.

I definitely agree cron's need a new dex and fast. I'm always surprised how many rule debates can come up from such a thin codex.
The whole if moved statement is interesting. Just because I've always taken that as something to do with ordnance in 3rd edition. But if it means I get to fire my particle whip after deepstriking I'm all for it.
I'll take any power boost I can get with my cron's since they're already so O.P.

When the hell did I say that? I said you don't get the exta d6 from melta. It's still an AP1 weapon. Living metal effects the armor penetration roll (ie. the roll that decides whether you pen/glance/no effect). It has absolutely no effect on the vehicle damage table.

Sorry, incorrect. The decision tree is:
1) Are warriors coming in from reserve this turn and originally designated to use the portal?
Yes: Warriors must emerge from the portal and that is the use of the matrix for this turn. Hence, the lith cannot fire the particle whip but can fire the arc.
No: Proceed to #2.
2) Do you discharge the matrix as a whip?
Yes: you cannot fire the arc
No: you can fire the arc
So, if you use the portal, you have not fired an ordnance weapon and thus can fire the arc. So, you can use the portal and the arc in the same turn.

It's been a few months since I've actually played my 'crons. Been focused on my Blood Angels as of late, and what with the new codex coming out for 'crons have simply not had the need to keep all of the rules fresh :/
