The idea is there though, but the implementation would need to be simple and elegant, yet provide the degree of customization we all want. It'd take a lot of work, that's for sure.

Yeah, scary indeed. Being able to 'purchase'
USRs or specific upgrades isn't the right approach though. Picture this.
Lets say buying army wide Furious Charge was X points.
Now let's say Fleet is worth Y points.
Is buying Furious charge AND Fleet for your whole army actually worth X+Y? No, its worth a whole lot more, as it turns a good assaulty unit (just furious charge) into a deadly assault unit (with the addition of fleet) as the unit can cover ground faster. Synergy between special rules would be a ridiculous endeavor to balance, and setting a fixed cost would encourage people to take as many as possible, especially in 2500pts games where 20-30 pts isn't a whole lot.
The way to do it is create templates or traits that confer a certain specialty or option to abuse creating a super army. But even that would take a solid year of constant playtesting. Then you'd have to do something similar for the non-marine codices, as the different Eldar craftworlds all fight in a unique manner with even greater differences than marines. Orks are also very similar in this vein. Imperial Guard wouldn't be exempt either (though the current codex does a good enough job). All in all, it would mean a pretty hefty overhaul, which is unlikely.
