Don't have my book on me right now, but doesn't a captain have a 4++ thanks to his iron halo? Why spend the money to get the storm shield for a 3++? It just seems like wasted potential. I would rather be giving him a plasma pistol for the extra attack, or pairing up lightning claws or what ever.

If you give him a power weapon, the a pistol of some type is the way to go.

Otherwise, a storm shield takes a 50% invulnerable save to 66%. Not a complete waste.
