Both, but mainly the water.
Ok, its just logic that there is water still down there. Yes, the Oceans were boiled away by Horus's bombardment, but the Water vapor would have recondensed over time. In fact, such a massive flash boiling of the Oceans would result in the atmosphere becoming water logged and you would have immediate condensation. There would have been torrential rains during the Battle for Terra and visability would have been almost zero from all the mist.
Water will seep down through the city just from the trillions of people living there. in a sense, the city strata will act like porous rock.
So the oceans will still be there, just smaller then they were previously.
