Well, giving the 40k fluff...
Orkz generate something that they call "waaagh!!!", basically big "common sense" that can really change the reallity (probably a mechanism created by the old ones/lost race). That is they greatest power. The waaagh!!! is so great in terms of satisfaction, that an ork dont have reasons to worship chaos gods. When they want to worship something aside from the pure "waaagh!!!", they have their own gods.
Well, the waaagh!!! really manipulate reality, turning what orkz think is possible in thruth. So, the awser to your quest is: sure, if enough orkz gathered together and believed it is possible. I could imagine a weirdboy, a painboy and a big mek "working on it"

the Waaaagh is the warp resonance that the entire race gives off. In turn the orks can draw upon the power themselves. It also happens to have created 2 Warp Gods.
And it most certaintly was an Old One mechanisim. a very good one I might add, although the Eldar kinda got screwed by it.

No... thats only a theory presented in an old fluff piece in the old codex (and IIRC is not in the current one). Its not concrete that this is the case at all (and hasn't really been mentioned since), and is meant to create fan conjecture.
Anyway, it would be really difficult for an ork to loot/tame a juggie, consider for a moment that is a daemon, and therefore made from the stuff of the warp... just touching it will cause mutation. Then there is the fact that daemons have the ability to in effect de-summon themselves... its hard to take something that can disappear from your plane of existence entirely at will. Granted, if you came up with some sort of weird device that could prevent this...

didn't the imperial guard or space marines have a device that did that? if they did, then maybe the orks took it and slapped it on a juggernaut the Warboss "aquired"?
and that idear with the squig pen is a really good idear. i could make that piece of terrain with the last juggernaut in the bloodcrushers box and a few (or a lot of) squigs.

Physical tech can interfere with Warp stuff. An enterprising Mech can probably rig up a Fing-snagga that effectively binds a Daemon to the physical plane. All you need to do then is have a really heatproof saddle, and no doubt the beast can be directed towards carnage.

Juggernauts wanna kill stuff, Orks wanna kill stuff... Seems to me like the Juggernaut would stick around as long as the Killin's good- and with Orks, the killin's always good. If they run out of other things to kill, they just kill themselves- and if there's enough Orks to go past 'critical mass' (that is, the point at which there's enough Orks to kill that there's enough time for the next generation to fully mature) then there'd be no reason for the Juggernaut to leave.

It's also an Anime rule (Red ones go about twice as fast as other Mecha/Sentai/whatevertheheck).
And Orks kinda are a joke. They're like Looney Toons, if the toons didn't have Toon powers (like Daffy getting a load of birdshot to the beak and just winding up with his face on backwards. An Ork could wind up with his face backwards... but there'd be a lot more blood and gore involved in it.)
Point is, the ramshackle, thrown-together piles of scrap the Orks use will go physically faster than other vehicles of the same horsepower, size and weight (or 'class' if you will), if and only if they have a coat of red paint on them.

Excepting that, at least in previous editions of the game, it *was* true for the Orks. A model of a vehicle painted red gained 1" movement over an identical model not painted red, as I recall.

And it's literally solely because of the color. If you had two cars, exact same model, exact same year, both fresh off the factory floor, one painted red and one painted blue, and gave them to a Waaagh!! (assuming they didn't Orkify them first) the red one would have a higher top speed, faster accelleration, etc. The blue one would, of course, manage to keep running after the inevitable accident.

I do have to say, if I ever played a Razorspam Blood Angels player, I would allow his vehicles an extra inch of movement (maybe with the points cost? Nah...) just because of that.
(and because I think it might give me a psychological advantage... muahahaha)

well if the lore is true here, Ork's can keep 2 gods in the warp because they believe they exist (and thusly do exist)
as far as nids, dems is bugz, not mushene's.
just consider it though, it would REALLY piss off the Ordo Xenos if they found out that advantage was caused by ork's.
hey that makes for an interesting rule, I think any army with red tanks regardless of origin, when facing an ork opponent, should be able to go 1" closer.  call it the extention of the waaaagh!!
