I disagree with this. I use the actual models for my 2 flamers on my Storm Guardians, and I painstakingly make sure that they are in the front of the squad, because if they aren't they won't be able to even fire due to the flamer rules. Same thing with missile launchers and heavy weapons. Generally models with missile launchers, whether by proxy or actual model, will be trying to get into positions that they can best shoot from. I find it hard to believe that you would be seeing anything different had your opponent actually been using a missile armed

The only abuse can come when somebody has a squad spreads out across two fire lanes, and his missile launcher is magically teleporting from one end of the squad to the other to fire down whichever firing lane is better at the moment.
But in general people just put their heavy weapons in fire lanes, and keep their special weapons at the front of their squads- just because that is where they belong. If you aren't doing that with your models... maybe you should pay more attention to your deployment. I can't think of anywhere melta guns should be BUT the front of the squad. Why anybody wouldn't put them there is beyond me.
