I would say that it's having fun, though I tend to agree with you as well. People's different ideas about what fun is result in house rules or a rejection of the very idea of them.

I would say that's more what you make da call is about, though somewhat proposed rules.

Creating your own personal things is part of the game. You buy your models, then put them together - more often than not in your own unique way, you then paint them, in your own unigue way, and generally personalise them. The whole game is about personalisation etc, making your own character, unit or codex (so long as it's balanced, and a lot of what discussing it is about giving balance in stats and points) it's a great way to expand on the game.

All we're doing is exactly what we pay GW for, adding units, adding characters and expanding the game - infact the rulebook and codices say the points to have fun and if you want to add your own thing, go for it - and a lot of custom stuff tends to be overcosted. If all you want is a set-in-stone system - play something like monopoly, or a similar preset boardgame.

But if people are willing to create balanced content and model it, then how is that any different to anything in the rest of the game.
