I'm currently using it to try and realize my own unique chapter, but it has some good ideas for unique weapon creation as well.

Yea. It's in the PDF. gives a good estimate for how much it should cost to modify a weapon type either by increasing str, ap, adding blast templates, etc. If everyone agrees though, he should be fine as is. I would get a friend to play against you with him and see how it goes.
