Gotz Da Ork, the FAQ's do say that a painboy can't take 'eavy armor. Its on page 4 of the games-workshop faq, right hand column, about a quarter of the way down the page.
I don't see how that matters though, the most recent edition of the codex shows that you do have to pay nob price for a painboy. (pg 82, do the math.)
And it doesn't really matter whether or not painboy is an upgrade. The book says one NOB may be a painboy. And to make your model a nob, you have to spend 20 points first. Painboy is a nob that can't take 'eavy armor is all. It kind of sucks, but I think the bonus he confers is better then the 'eavy armor anyways.
You can still give him a bike, 'cause the rules say the entire mob gets upgraded to Nob Bikers, same with stickbomz. Bikes become better armor then 'eavy armor anyways. Or at least, faster, more shooty armor.
