Don't the Templars have something like 6,000 Battle Brothers?

They do, but they don't admit to it - and they're also scattered all over the place, so it's awfully hard to count them unless they do it themselves. The BT codex states only the High Marshal ever has any accurate idea of how many there truly are.

Its more to do with the fact that only the people of Fenris can hold the geneseed of the space wolves without going utterly insane.

Sure, but successor creation isn't the only reason chapters are tithed - the Martians also check for new deficiencies or mutations cropping up that could point to Chaos taint.

White Scars, we have no real clue as to why there's not so many of them.

As for the Blood Angels...the Black Rage isn't as common as you think it is.

I'm fairly sure the Raven Guard are responsible for more than two, we've just never gotten it absolutely super-duper confirmed that a lot of the successors strongly suspected of being RG descendants actually are. And while they're certainly involved in some manpower difficulties, they still tithe geneseed, and that'll add up over ten thousand years.

I know of at least THREE for a start.
Black Guard
Revilers
Raptors

Knights of the Raven, Death Spectres, Hawk Lords, and Death Eagles are all strongly suspected of being Raven Guard successors as well.

So why are the Sallies so low on successors?

Because a large portion of the Salamanders got slaughtered during the Horus Heresy.

Yes, but there's no reason there shouldn't be some that were created after the Heresy, like with all other foundings. They have one deficiency from what I remember, and it doesn't turn people into blood-crazed lunatics or savage beasts.

Let's just go with the racism idea.

Racism definitely fits the IoM.

Never let progress get in the way of irrational hate brave citizens of the Imperium!

Except the "racism" idea is a terrible one, considering that the only reason that Salamanders are 'black' is because of a deficiency in the gene-seed that is the polar opposite of the one in the Raven Guard's gene-seed which turns them marble-white.

Likely, the reason the Salamanders have no real Successors is because the gene-seed has more problems going on than what we know of.

No, that's exactly it.

I understand that it's fun to throw the "racist!" card around, but please at least know what the heck you're talking about before doing it.

The Imperium of Man doesn't care what color your skin is, where you were born, or what shenanigans you get up to in your free time.

The only way they care is if you start venerating Dark Powers and suddenly grow extra limbs.

I wasn't saying saying they were exempt from tithes, i was saying there is a reason Space Wolve's geneseed is not ud in foundings, but i didn't want to quote an entire thread convo so just quoted the last entry.
