It's an inherint problem when doing multiple campaings for multiple races in an RTS. While you can add little touches here and there to make each one play differently, since you can't devote all of your attention to making one the standout, you end up with either a very short campaign for each, a campaign that generally plays the same for each, or both. When you look at the games they did with one campaign, it's been fairly good. Dark Crusade had a lengthy campaign, but it all got a bit samey in the middle for any race.
Retribution suffers because it gets both. The races have different playstyles, but the campaigns are across the same missions and are all short.
