I don't think how an army is painted can tell you much about a person. Some people love the game but don't like painting. Other people just don't have time to paint, and some aren't that interested in playing but love to collect, have a game once in a blue moon, and are meticulous artists with their minis.

What I do think can tell you quite a bit about a person is what army they play if you know why they play them, what they like about them and what background fluff their particular army has (that they've come up with for their own guys, not canon).

So would the fact that my leaders are always cold, calculating pyschos say anything?

I think this is one of those times where the less said the better.

Generally no, I don't think the race of someones army reflects their personality. Especially in the case of MEQ's - I think everyone has used them at some point.

Having said that, I have noticed a occasional cases that are true. Both Slaaneshi players I've met were genuinely creepy people, and every single Blood Angel player I've known has been an egotistical rules-lawyering grognard. Could just be a coincidence though.

The chosen units and quality of how their army is painted says alot more however. Does someone buy more than they have time to paint? Do they care if anything is left basecoated or even bare plastic? Do they buy units based on aesthetics/fluff? Or do they pick the latest FOTM units to win at all costs?
I think those questions say far more than picking Marines or Eldar.
