I noticed that one too. The question is, does the I1 work only for the assault sequence or is it a replacement of the I value for checks as well. The codex wording is that I counts as 1 regardless of actual value, but it does not say for what purposes it counts as 1. "while in Base-to-base" so in any phase the enemy model's I is 1. Of course the Time's arrow C'tan is still going to be exceptionally expensive and you are not likely to be able to get any particular model(that you want to "arrow" away) into base contact with both the C'Tan and the Wraith that you could not just kill with the C'Tan. Also the Arrow C'Tan, itself, is at least 235 points(I m not a Fan of C'Tan's due to cost, excepting a few specific builds that are not gimmick-driven)

If we are approaching it from practical perspective, I agree it is a bit of a stretch for enclosed transports but why is it unreasonable for open-topped transports?
If we are approaching it from rules perspective, it is written rather simply and no exceptions are given: "roll a D6 for each other unit (friendly or unfriendly, engaged or unengaged) within 6 inches of the target" (quoted verbatim from the codex). Clearly unfriendly unengaged units in transports within 6 inches are within 6 inches as well.
I completely do not buy the explanation "if they are in transports, they are not on the map". If they are not on the map, who is shooting me from the fire ports? If they are not on the map, why are they affected by stunned and shaken results for the vehicle?
Transported enemy units can almost never be targeted by anything; for the "but why is it unreasonable for open-topped transports?" part; I Say this: For the same reason template weapons cannot effect transported units in open-topped transports.

I do not know why everyone seems to think that Crypteks are ICs; they are closer to Wolf Guard.

It wasn't the independent character thing I got wrong, but I did forget you can only attach them to certain units (lychguard, immortals, deathmarks etc). Oh well

Sorry it was more of a general statement than a direct dig at you; you are certainly not the first poster, nor flesh-and-blood person I have encountered making statement about them even being IC-Like(most of the others flat claim them as ICs; which I suspect stems from the rumors threads).

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.
