Actually that rock he is attached to is large enough to drill into for a counterweight to fit into. A few small steel or nickel washers should be enough weight to do it. Or you could use some fishing weights. Or just make a temporary mold of a carved out hollow and make a lead weight.

Yes, I think counterweights are the way to go on this model! A larger base would just look tacky
