It also did not exist at all until the 5th ed IG codex. Original IA1 Vulture options were: Hard Point 1: 2 external fuel tanks for free, TL-Lascannons +X, TL-Missile Launchers +X, TL-Auto cannons +X, TL-MultiLasers +X, or 2x Multiple rocket pods +X. Hard Point 2: 2 external fuel tanks for free, TL-Lascannons +X, TL-Missile Launchers +X, TL-Auto cannons +X, TL-MultiLasers +X, or 2x Multiple rocket pods +X. There was no option for fitting both Hardpoints with any single weapon(Like the updated version in the IA1 update, which can get the Punisher).

Funny story about said ork player. He came into my work tonight and said he found out he couldn't use the IG tanks in his army. He then went on to complain about how you called him out all night for cheating.
Thats funny. He also showed up for the tourney on Saturday with the same list and i told him again and then told the GM. The ork player started saying how its an apoc rule and pdf, but he didnt have them on him. It was kinda funny to see him through a mini-fit

Here's a suggestion, next time you see him and he wants to play with this same list, set up everything and when he's about to do his turn, concede on the game and tell him good game.

Ooh, remember to keep all your units in reserve(and your models in the case).
Set up the objectives, go through every terrain piece in "an attempt to ensure we agree on how all the terrain should function"; Let him set up his whole army, get like 100% ready for what will seem like a fairly serious and enjoyable game... then concede and walk away.
If he asks why tell him because he is a cheater and cannot produce any rules for the "looted" tanks he has in his list(which also means that the whole list will not have the correct points value).
PS: IA:Apocalypse 1 has rules for a Looted Rhino, but that is all. IA8 has the rules for looted Wagons reprinted, but also for the "Junka" which gets some nifty kit and is basically an upgraded Looted Wagon(without Don't press dat). There are no other rules in any books for any other looted Vehicles.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe. |

Yes that does sound like the most mature thing to do.
I'm sure that when you pull that on him he'll be all like: "Wow, I totally get you now. I have been in the wrong this whole time! Let's put this ugly mess behind us and go watch rainbows together."

You mean, exactly like the looted wagon and the mekboy junka you just mentioned? 
Looted Wagon was added by name(as a "looted" vehicle), junka was added because it is in the same overall entry in IA8 as the Looted wagon(as it is supposed to be a supa-looted wagon, or some such nonsense; I suppose i shouldn't have included it at all though).
I suppose I did leave myself open to that
