It entirely depends on the situation.

In my gaming club a lot of the players are fairly new so I always show them my list and go over it with them so they know what they're up against. I'll also tell them my opinion when they ask for it, i.e, what to shoot at or what I'd do in their situation. After all, there's nothing worse than if someone who's been playing much longer than you just trounces you and doesn't give you any feedback.

In a tournament, I couldn't really comment - I've never participated in a proper tournament but I suppose I wouldn't be as helpful. You entered the tournament, the least you can do is grasp the principles of your army and the rules in general.

well it depends, if I'm playing with a mate then sure why not but if its competative then I'll remind them if their doing something illegal but if they forget about a flicker field maybe they should have been paying attention :3

In competitive games I'm likely to only remind them of rules that apply whether or not they choose it. Someone mentioned video games...there's no software making 40k work so we've got to manage that ourselves. I think that's one of the neatest things about the game. Any rule that occurs passively or that has to happen (reserves, rerolls, melta effect, lance rules, rune priest's canceling powers, etc) but I'm not going to remind people to kill me =D

In friendly games against new players I'll give advice if they ask, do something terribad, or when the game ends. Playing friendly games against my veteran buddy I'll give him lots of fake tactical advise and bluff and try to fake him out hehe. Though obviously not going so far as to lie about the game mechanic rules I mentioned before
