The movement restriction is one for the Relay itself, not the profiles. Does Relentless allow you to count as being stationary for the purposes of using an orbital Strike Relay? No, it does not, therefore you cannot use it.
In order to fire a Lance Strike, one must first be able to activate the Relay, which is where movement comes in; without the use of the Relay, you cannot fire anything using it.
At least that's how I see it; without being able to use the OSR, you cannot choose to call down a Lance Strike.

What you have to ask is:
Is the extra "can't move and shoot" there to override Relentless?
Or possibly because there's nothing to stop infantry from moving and shooting Ordinance
Both? Neither?

Relentless doesn't come into play if you can't use the OSR itself, which is what the Move or Shoot restriction is on. You only get to choose the profile to use if you can use the OSR to start with.

I would argue the intent is that the model remains stationary to use the OSR but i can see how the lance profile could be interpretted as being affected by relentless.
IMO, the specific ruling in the weapons rules overrides the general rules surrounding relentless.

Well going by the wording of the OSR:
"The orbital strike relay is treated as a ranged weapon that can be used provided that the bearer did not move in the preceeding assault phase..."
So in order to use the OSR, you must not have moved in that turn's movement phase, then you get to the next bit:
"Each time the orbital strike relay is used, you must choose which strike you wish to call down."
So in order to choose which strike is being called down, you must first be able to use the OSR, and to be able to use the OSR you must not have moved in the preceeding movement phase. The profiles of the strikes do not come into play until you are able to choose which one is being called down, at which point you must already have determined that you have not moved, because otherwise you aren't able to use the OSR.
