Yes I agree, LoTR is by far the cheapest of the 'core' GW games.

I also find that people tend to paint all of their minis and terrain when it is played, to make quite a cool looking picture, something often solely lacking from WFB or 40k especially

You've already bought into 40k, so why not try going Indie-Generic!

There are alot of Affordable, free or nearly free games that are "generic" in that you can use any miniatures and the game has stats or a unit creation mechanic to accomadate them. These games are a great way to allow you to indulge in purchasing figures because you really like them, (or because they're really cheap) regardless of whether you play a certain game or not. This also makes it alot easier to acqure buy both sides so you don't have to rely on other gamers to buy-in.

My club plays these type of games almost exclusively. Our favorites are as follows.
-Song of Blades and Heroes: Fast play Fantasy Warband skirmish. $8 download.
-Wastelands, Meltdown: Fast play Post-Apoc Skirmish with vehicles. Free
-In the Emperor's Name: Fast play Sci-Fi Skirmish. Built around the 40k universe , but flexible enough for any Sci-Fi. Free.
-Full Thrust: Starship combat. Free.
-Tomorrow's War. Realistic Sci-Fi combat at the platoon level. Hardback rulebook $25-40.
-Mech Attack. Fast play mech battles. $8 Download
-Future War Commander: Sci-Fi mass combat aimed at scales from 6-15mm. $25 softcover, $50 hardcover.
