Which is how the rule works - forcing a Necron player with Deathmarks to go first negates HfH.
Except you can deep strike deathmarks during either players turn if the enemy brings anything on from reserves. So if you go first and they have anything on the table and you manage to DS your deathmarks you can put down a token. Or if you go second and first turn they bring anything on from reserves you can deep strike your deathmarks and put down a token.
Or at least that;s how i see it. I havn't read up on the exact rulings for deathmarks in a while. If i'm wrong then it's cool.
This is exactly how it works.
Immediately after an enemy unit arrives, you can deep strike Deathmarks in. This brings them from reserves to the field, which is deployment, thus triggering HfH, and allowing you to place a counter.

I was talking about this a week ago with a friend, I believe that it said under VoD that you may REDEPLOY the unit. Under the rule that give wound on 2+ it says when this init is DEPLOYED you may pick another target blah blah blah.
I would say Redeploy counts as Deploying...

If only it were that easy. That language does not exist in the codex.

That language doesn't exist for VoD, but the redeploy option does exist in the necron codex in the C'tan's ability grand illusion, where after you deploy you can re-deploy d3 units.

As a new necron player, I could see a strong advantage in considering the Veil option to NOT be considered deploying.
p95 BRB Deep strike mishaps says
"Teleporting or dropping onto a crowded battlefield may prove extremely dangerous,
as one may arrive miles away from the intended objective or even inside solid rock!
If any of the models in a deep striking unit cannot be deployed because they would
land off the table, in impassable terrain, on top of a friendly model. or on top or within
1" of an enemy model, something has gone wrong. The controlling player must roll
on the deep strike Mishap table and apply the results."
not cannot be placed, or cannot be moved, but cannot be deployed.
I like the idea of re-marking with Veil.
I love the idea of no mishap Veiling.
edit: the actual language of the Veil wargear ability
A cryptek with veil of darkness can use it in its movement phase instead of moving normally. The cryptek and his unit are removed from the tabletop and immediately deep strike back onto the battlefield.
