No, it says between 4 and 4 thousand SHARDS could have escaped the grasp of the Necrons

There is always the chance that some shards will reform enough to make an unbelievably powerful shard and put some beating on the emp. Could be the same for the Void Dragon.

I have a theory (based on the new fluff) that the Outsider was not one of the original c'tan but rather a collection of vengeful shards of many different c'tan merged into a new c'tan. This c'tan continues to hunt down other shards and has them merge into itself, whether by force or other means, waiting until the day it gains enough power to wreak vengeance that is utter and absolute.

that actually sounds kinda awesome. not good news for the necrons but still awesome. and fits with the fluff.
