Theyre deployed last because of the advantage this gives you

The later you deploy the less chance the opponent has to react to your unit with a counter deployment. Its why deploying chaff (70pt skink units, for example) is so valuable - your saurus / TG blocks can then go down later where they cant be so easily outflanked or avoided

Yeh we know that but my suggestion was merely a rules development type of suggestion. Wasn't meant to be taken literally.

Quick note- since Scouts can only not charge on the first turn of the game (they can charge on your first turn if you go second), a lot of the bigger, badder Scouts want to go second, no? I mean, the +1 is still valuable to them, and to the army as a whole, I'd imagine.
