While it might be a bit iffy to include two CMs, there's nothing saying one can't. The other one could represent a veteran Captain with the experience and power to become the next master, one who's had enough honor and glory heaped on him that the Honor Guard will turn up for him too.

Different Chapters have different names for the same thing. Azrael is the Chapter Master of the Dark Angels. Hw just has his own title, since Dark Angels company commanders are referred to as Masters rather than Captains.

Dark Angels are kind of a bad example to go with, anyways.

Azrael's title is "Supreme Grand Master" but effectively he can command the Dark Angels and all their Successors.

Like DA, BT have Castellans for fighting companies, marshals leading crusades, and Helbrecht being the high marshal. Also, be happy that your opponent is sinking huge points into those units. It's less stuff for you to deal with.

As for having a second master most likely refers to someone who is the master of something (Fleet, Forge, etc) and may not have their own position. For example, in the smurf omnibus Uriel is Master of the Fleet because he is captain of the 4th, but he chose to give the title away to Tiberius IIRC who would be one of the "masters of the chapter" even though he is an admiral of some type.

Now the most probable explanation is that chapter A and chapter B are fighting together, and it is not uncommon for the leaders of multiple chapters to fight together (Armageddon conflicts).

The option to make the replace the sgt. with an apothecary isn't as good as it sounds now. The apothecary did not give FNP to his squad back in the old codex, he could allow his squad or any squad within six inches of him to ignore a single wound each turn.
