My responce to basically the same question a few days ago...

Codex: Junkers Guild

A race of short one-eyed aliens who are obsessed with collecting scrap and disecting space hulks. Though largely ignored they have suddenly become more numerous.
They are slowly becoming the AdMechs greatest enemy as the Junkers seem to destroy any dockyard, mining colony and in one rare case a forge world.

Special Rules:

They Don't Pay Me Enough For This: Junkers are cowards. Whenever a unit of Junkers or Scrapers are assulted they will immediatly move 2d6 inches away form the assulting unit after the attacking players models have been moved.

The Price Of Loyalty: All units friendly units within 12" of the Paymaster may use the Paymasters Leadership.

Razorbeam: All Razorbeam weapons switch their Strength and AP values at half range. Example: Razorpike Range 12" S3 AP5 would become S5 AP3 within 6".

The idea of the army would be quick little guys with semi-powerful weapons who aren't actually a standing fighting force. The utilize armour and weaponry that allows them to survive attacks by genestealers aboard space hulks. Weapons would mostly be "Razorbeams" of varying ranges and strengths with meltaguns being the common squad assult weapon.

Armour would be a 3+/6++ on the Wardens with a few options like rending shotguns and heavy flammers.

The vehicles would be very fast and able to embark and disembark troops while moving (due to grav harnesses).

I could go into further detail... including some old drawings from back in the day but I'm tired.

I would love to see an Ad Mech codex, but we already have some good ways to represent them on the field. I would much rather see something new entirely.

Maybe a supplemental book called Mercenaries that lets you pick some of the lesser known races/factions for other codexes. Hire Ork Freebooterz or Eldar Corsairs for your Imperial Guard. Dark Eldar hiring Blood Pact or something. Something along the lines of the old Lost and the Damned.

Well if I were to suggest something, it would involve lots of psykers. The majority of units would be standard humanish stat-line(S3 T3, etc.), with weak armor, around a 4 or 5+. When I say a lot of psykers, I mean like a sergeant in a standard troop squad is a psyker. Now obviously this would have to be balanced by either being really weak or really expensive. But you get the general gist. I think the effect on gameplay would put more of an emphasis on Leadership values, something I think isn't really getting touched. But yea, that's all I got.

I like the idea of mercenaries.

That said, i'd like to see that incorporated into the new Tau codex - a few more allies and mercenaries to play with. Fits the fluff nicely too.

A new marines chapter. The Mehamarines. They wear a different shade of blue then Ultramarines, have an upside down horseshoe as their logo, and follow the codex astrades to the letter, except for one thing. Seems to be the norm for gw.

I'd say Ad Mech, but since there is a whole bunch of humans already maybe an interesting new Xeno force.

How about a parasitic race.

Think Gould (Stargate) like parasites which bore into and take control of an individual. They would have the same abilities/strengths/weaknesses as their host but this would allow an army consisting of pretty much any model you want.

Would have to put some conditions into this obviously. Necrons are a no go (can't infect a machine).
Possibly would also go down the lines of can't infect a space marine due to their love for the EoM or something. Chaos SM would still be fair game though.

Hmmm I quite like this idea.

I think a simeon (spell check) army could be a good idea. Basically a bunch of monkeys that are in some sort of armour 4+? I see them sort of like ogres in fantasy with really small units of gorillas nd then a few horde units of chimps

I am voting for Were Creatures specifically Tigers, Cheetahs, Lions...etc they all would be a quick 12'Beast with stats ranging from 4 to 6 in WS/S/T/I (5++ armor to represent their regen and agility) but no vehicles like the Nids
