To the OP, Yes that is a commisar model.

As for the picture of the last chancers, left to right:

Row 1: Rocket Girl (Yes she's a woman), Scope, Warrior Woman (See? They do have female guardsmen!) and Grease Monkey.

Row 2: Demolition Man, Brains, Hero, Shiv.

Row 3: Fingers, Animal, Shaffer, Ox.

The 'Hero' from the Last Chancers miniatures set is a former Guard Officer.
The 'Hero' from the Last Chancers novel is a former Commissar.

Well, I can tell you their crimes if you like:

Rocket Girl: Murdering fellow Master Sergeant for unknown reasons.
Scope: Went AWOL. Reason unconfirmed, but suspected to be related to assassination of Chief Arbitrator Abraxes.
Warrior Woman: Member of banned sect (ref: Artemis sub-cult).
Grease Monkey: Stealing Eldar grav-vehicle belonging to ambassador of Iyanden Craftworld.
Demolition Man: Caught breaking into Colonel's personal drinks cabinet.
Brains: Hacked into regiment's accounts to change his own pay code.
Hero: Refused direct order to lead unit on suicidal attack.
Shiv: Thought to have killed twenty civilians on Lector Prime over a five year period.
Fingers: Charged with black marketeering.
Animal: See sub-file 84 beta, sections 103-196.
Ox: Killing three off-duty officers with his bear hands in a drunken brawl.

As given in the 3rd edition codex. I use some of these models in my force, they look too nice to not be included. Warrior woman is now a plasma gunner in my CCS, Ox works well as a Harker model and Animal is a nice meltagunner.
