Its slang from MtG IIRC. Counter spell straight out counters the target. Mana leak allows the enemy to avoid the counter at cost. Things that straight out negate something are hard, things you can still fight through or don't work every-time are soft.
His examples are soft counters, or just regular counters (due to randomness of 40k). Dreads are nearly a hard counter to infantry in CC, grenades and powerfists make them into soft counters. Melta guns are counters to armor, but they aren't a hard counter due to randomness and range.
I think this is where nails were hit on heads or somesuch.
Hard counters don't necessarily need to be 100% foolproof in a game based on luck, but they need to be darn close. One meltagun is not a hard counter to AV14, but a 3 Deep Striking

AC/Las Predators are certainly not a hard counter to Stormravens - someone already did the math, plus the Stormraven can shoot back with
TL MM or
TL AC. Meltas aren't a hard counter to Mephiston. One Dark Lance is not a hard counter to a squad of Paladins, but an army full of lance/blaster spam is. And, obviously, any
AV is a hard counter to weapons that cannot hurt it.
