Fluff wise it would be impossible and economicly unwise for Gw to release rules for the primarchs. These are people that can defeat Titans and destroy armys, they would,t work on the 1500pt system and it would be a single unit vs an army.
As to recreating 30k it is very easy with a bit of work to create campaign rules from the standard rules to play the Horus Heresy.

Is there any case of a Primarch actually destorying a titan? I mean I can see Rowboat Girlyman punching a hole in a Baneblade or Angron ripping a normal space marine in half with ease, but I feel that their strength is really overrated. In individual combat they are probably nearly impossible to match, but there doesn't seem to be anything that makes them truly as tough as people claim, many of the Primarchs were wounded at times from non-primarchs.

Yes Magnus took down a titanin fluff, the melee strenght of a primarch is not their only power, a primarch on the table would also most likely give feel no pain to the entire army due to their leadership abilities.
GW cannot make primarch/Emperor rules due to the fluff as if they follow fluff the models would be massively overpowered and if they didn't people would complain. It is a lose/lose for them.

Maybe GW can release some sort of Risk style unification, where you can play as the emporer and try to take over Terra.

No... Just no he would have to be stronger than a apocalyspe titan (apocalypse titan is biggest of them all its smallesh gun is the size of a small moon it is able to float through space its so big.
