You are mistaking Character for Independent Character; one is a subset of the other, they are not the exact same thing.

Deathleaper works perfectly well on Mephy.

Thanks to all that supplied this info. However, this does does not mean that Arjac, Telion, and the like would be affected too? Right?

EDIT: Looks like Arjac would, Telion would not. Nevermind

Telion is an Upgrade Character, and thus a Character and can be affected.

Telion would as well.

He is both a Special and an Upgrade Character.

The Scout Sgt that Telion Replaces would also be effected though(being, himself, an upgrade character).

Any named personages are Special Characters, Special Characters are characters.

Most named Personages are either:
A) ICs
B) Upgrade Characters
So the only Special characters that are not also other types of characters(that I can think of off the top of my head) are the various MCs in either the Tyranid(plus Doom & Deathleaper) or Chaos daemon(plus the Masque) codices, Mephiston, and Death Co Tycho.
