Seems kind of petty to ban it in the bugman wifi. Everyone there is playing 40k armies with codexes, and probably spending a fair bit of money too.
But yeah GW would definitely be aware of dakka. They know what the fans think, they just don't care.
Actually, neither do I really. If it's too expensive, don't buy it. And don't tell the world that you're not buying it.

Bugman's is just a pub/restaurant attached to warhammer world. Apart from having a disproportionate amount of fat trainspotters who frequent it, it's pretty normal. So it's kind of weird.
Maybe it's banned across the whole GW IP and therefore bugman's. That would make a lot more sense actually.

It depends, while it is certainly possible to block certain sites. In my experience of corporate IT security they usually block whole swaths of the net dependent on certain triggers games and blogs usually figure pretty high on the list. Dakka has been available at 3 of the last 4 companies I have worked for, Games Workshop has only been accessible at 1 (where the firewall was virtually non-existent! )

I believe they do know about Dakka.

I go on the GW site pretty regularly and I saw some of Nard's (he uploads his models to this site) tyranids on the GW blog post. There is a possibility he sent them a link to his gallery.

Anyway, that's my theory.
