Not liking it is not liking the movement rules.
It's fine to do so but there's nothing you can do about it apart from not play the game...

I know counts as is in the rulebook but that's meant for chapters that aren't named specifically or otherwise IMO.. Salamanders are a vanilla chapter.. I'm not saying I wouldnt play OP but I would immediately assume he's playing space wolves for the 'op codex'

It's not meant for anything.
I could use the IG rulebook to play a race of large flies if i felt it suited their playstyle (It wouldn't i'd use orks)
He wants a codex that has 'tacticals with cc weapons and bolt pistols' not because he wants an 'op codex' and saying that is fairly rude.

But if OP walked into my gaming store I wouldnt know that now would I? It just seems silly to me but he can do whatever catches his fancy if his gaming buddies are ok with it
