The problem is that a true scale rhino would be the size of a landraider while a true scale landraider would be the size of the super heavies. Obviously to big for the standard gaming table.

A while ago I was contemplating buying some WW2 scale models as replacements for some of the uglier of the 40k tanks and made some scale comparisons. Basicallly, I took an M113, a BMP-1 (or 2?) and the Chimera and tried to find length, width and heigth of these three, judging from a Catachan guardsmen model for the Chimera measurements.
Turned out - and you might agree when you look at real world APCs and people close to it - the Chimera is pretty big, certainly not undersized for its troop carrying capacity. Now, the thing is, the infantry models in 40k take up a lot of space in their heroic poses - if you could squeeze them together like real, squishy people inside a crammed transport, I'm pretty sure it would work. The FW Death Korps of Krieg troops for the Gorgon are a nice example, by the way.
Space Marines though...yeah, their armor is rigid, can't squish them together like real-world soldiers or lightly armored guardsmen. The Rhino is probably too small for what it's supposed to be doing.

I think guard vehicles are pretty reasonably scaled, like witz said.
Forgeworld has shown that 10 guys fit pretty comfortably in the back of a Valkyrie.
FW guard is realistically scaled for 1/48, so 10 Elysians in a Valk is somewhat realistic. GW guard are "heroic 1/48 scale," and have bigger proportions. Compare a FW Elysian or DKK infantryman with a Cadian (especially the feet, hands, weapons) and you'll see what I mean.
