Isn't it? But then again, it sort of makes sense. I could see someone centering a force around Land Raiders, around Dreadnoughts, around Tactical Squads, around Predators, but... Scouts? 
The only thing that really holds back (for me )the all scout army is not having LSS as a dedicated transport. Especialy with the new storntalon, which seems like it would be a good scout support unit.

I like running them with with sniper rifles mostly as a meat shield to keep Telion alive. I typically combat squad them with Telion and a Missile launcher in cover with good fields of fire. The other 5 camp on an objective in cover. With camo cloaks you get a 3+ cover and going to ground (which is their best bet) grants a 2+ cover save making them very hard to remove with shooting.

Normally I run them as wounds for my BT. In codex marines I run 2 squads of 5 with my Crimson Fists army. Mainly they are there to fulfill the troops choices since my Sternguard are scoring with Pedro. To make them effective I give them cloaks and snipers w/ 1 ML. Putting them in a ruin w/ a MotF w/ beamer and a TFC lets them both have 2+ cover and just camp objectives.

although i don't currently own any scouts, I've started to like the idea of 4 sniper scouts with a heavy bolter in cover, maybe with camo cloacks. It can put plenty of wounds on high T units and hordes.

I do this but with just a 5 man group, 4 ablative wounds is enough for a single shot melta Srg with a fist. As long as he gets to his objective.
