I'd doubt any other Eldar but the Harlequins have laid eyes upon him. He'd also have to have a very important purpose behind revealing himself.
There is the story of Malys (a dark eldar archon) meeting the laughing god, beating him in a contest of brains, and then taking the god's heart. So in fact, Malys is, in a way, the laughing god. Or, you could say that it's another God down and only Khaine exists now. Either way.
Considering that Cegorach is a master of trickery and 'just as planned' equal to Tzeentch, even if that was Cegorach (which I doubt), I doubt that was his true heart.
