In other words, Malys got trolled.

Most likely, when Malys finally gets the chance to unseat Vect, Vect outsmarts her and captures her, only for Cegorach to pop out of nowhere and pull the biggest practical joke in Dark Eldar history on the most powerful Archons of the Dark City. The Harlequins will be celebrating that one for millennia.
I have no doubt that it is all a plan by the laughing god. After all,

This seems to say clearly enough that Malys has lost control to some extent. So yes, the laughing god is in control.

I'd doubt any other Eldar but the Harlequins have laid eyes upon him. He'd also have to have a very important purpose behind revealing himself.

There is the story of Malys (a dark eldar archon) meeting the laughing god, beating him in a contest of brains, and then taking the god's heart. So in fact, Malys is, in a way, the laughing god. Or, you could say that it's another God down and only Khaine exists now. Either way.

Considering that Cegorach is a master of trickery and 'just as planned' equal to Tzeentch, even if that was Cegorach (which I doubt), I doubt that was his true heart.

Make your own conclusions.

He probably feels the need to one-up Vect after he pulled that one with the Black-hole-inna-box on his rivals.

Celestial Being: Goddamn, this guy has class! --Spends the next 3 millenia trying to beat it with one of his own.--

But only awesome crimes like bushranging and, if I understand the song correctly, sheep stealing and suicide.

Yeah, if the laughing god and Vect don't have class, no-one in the entire galaxy does. Capturing a salamanders strike cruiser, teleporting an imperial battleship into an enemy archon's city before detonating its warp drive, and using a black-hole-inna-box takes some beating!
