Actually, I believe Andy Chambers did try and change the rule structure for 4th edition. But the suits told him 'no', as it was too much of a change, and Andy left GW at that time and took the ruleset to Mongoose, and what would eventually become the ill-fated Starship Troopers (a game which had problems, but not because of its rules).

That's the story I heard, though I don't recall the original source.

I was working for GW at the time and that's what I heard as the reason for his leaving.
